2050 Metropolitan Transportation Plan Call for Projects

The Permian Basin Metropolitan Planning Organization (MPO) is developing a new set of transportation planning documents to assist with decisions regarding transportation investments through the year 2050. The 2050 Metropolitan Transportation Plan (MTP) will include multimodal, regionally significant projects that demonstrate the ability to meet prescribed federal, state, local, and MPO requirements. The 2050 MTP is the MPO’s long-range planning document that establishes a list of multi-modal projects to be completed once funding is secured. The MTP document will reflect proposed investments based on federal, state, and local priorities and performance targets where applicable.

 

The MPO coordinates transportation planning in Ector, Midland, and Martin Counties and the cities of Odessa and Midland. Although the financial forecasts for the planning documents have yet to be completed, candidate projects submitted during this Call for Projects will be evaluated on eligibility across funding categories and scoring criteria. At this time federal and state funds may only be used for TxDOT managed and operated roadways.

 

The MPO is accepting Project Submission Forms beginning September 20, 2023, and closing on October 23, 2023. The call is for projects that may occur in the period 2025-2050. Public workshops will be hosted prior to the end of 2023 at times and places to be determined. See the MPO’s website for further information.

Please share your ideas for the region’s transportation needs by completing a project submission form(s) and returning it to the MPO in the stated timeline. PUBLIC PARTICIPATION PLAN

The public participation process is an opportunity for a wide range of residents and stakeholders to review and comment on the transportation needs and proposed plans for improvements within the Permian Basin MPO metropolitan boundary area.
The Public Participation Plan (PPP) is a Policy Board approved document that sets the guidelines used for on-going public involvement for the transportation planning process in the Permian Basin MPO. This plan includes descriptions of various public involvement techniques that are applied for each of the MPO's planning activities and strives to improve the public participation process by evaluating and implementing improvement strategies.
