TMA Certification Review for Permian Basin MPO

Focus of the Certification Review:

The five high-risk metropolitan planning areas include: 1) Public Participation Process/Title

VI-Environmental Justice (EJ)/Equity; 2) Performance-based Planning and Programming

(PbPP); 3) Congestion Management Process (CMP); 4) Freight and Intermodal Complete

Streets Planning; and 5) MPO Staffing and Training Needs. The previous TMA certification

review conducted four years ago, found that the MPO substantially met the requirements of

23 CFR 450 (highway) and 49 CFR Part 613 (transit).
